PA <br />Decisions and franchise requirements developed by the Town <br />may impact ATC customers in the unincorporated jurisdiction <br />of the County since all signals are disseminated from Chapel <br />Hill. Working with the Town would encourage greater dialogue <br />and help to identify the common interests among the two <br />jurisdictions. The County Cable Committee also acknowledges <br />interests unique to unincorporated county residents and the <br />Board such as: cable extension policies and cablecasting of <br />Commissioners meetings. <br />The County Cable Committee discussed several levels of <br />participation in the Town's refranchising process: a) <br />representatives from the County Cable Committee could <br />serve as ex officio members of their cable committee during <br />the refranchising process; b) use the same cable consultant <br />as the Town; c) use the:same cable consultant and share the <br />cost with the Town.and, -d) observe the Town's refranchising <br />process as interested citizens and create a refranchising <br />process for the County at a later date. The committee did <br />not specifically decide on the level of participation, <br />however, members agreed that discussions between <br />representatives of the Town and County cable committees <br />should begin to determine if there is shared interest in <br />working together. <br />Robert Gwyn, Chair, of the County Cable Committee, and Norman <br />Vogel, member of the County and Town Cable Committees, will <br />be present to lead the discussion. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Cable <br />TV Citizen Advisory Board request to explore the <br />possibilities of working with the Town of Chapel Hill during <br />their cable TV refranchising process. <br />
