ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: August 18, 1992 <br />1 <br />Action Agenda <br />Item No. -V-=- 0 <br />SUBJECT: Participation in the Town of Chapel Hill Cable TV Refranchising <br />Process <br />DEPARTMENT: County Manager -` <br />ATTACHMENT(S): - -- T- <br />PUBLIC HEARING YES: - 'NO: X <br />INFORMATION CONTACT: Albert Kittrell <br />TELEPHONE NUMBER - <br />Hillsborough - 732 -8181 <br />Chapel Hill - 968 -4501 <br />Mebane - 227 -2031 <br />- - - - - -- Durham - 688 -7331 <br />PURPOSE: To considerTa request to the Town of Chapel Hill to participate <br />g Process <br />in their cable television refranchis,in p <br />. <br />BACKGROUND: At the July 29, 1992 Cable TV Citizen Advisory Committee, the <br />members recommended that the County consider formally <br />approaching the Town of Chapel Hill to work with the Town in <br />their cable TV refranchising process since both jurisdictions <br />are served by the same cable system, American Television and <br />Communications (ATC). <br />The Town of Chapel Hill appointed a Cable TV Advisory <br />Committee in February to develop recommendations for the next <br />franchise period. The Town's current franchise expires <br />December, 1994. The Town has held an initial public hearing <br />to receive citizen comments. The Town has also requested <br />proposals from cable TV consultants to advise the Town <br />regarding federal regulations and legislation, developing <br />recommendations for future franchise requirements, evaluating <br />application(s) and assisting in discussions with cable <br />operators. The Town's cable committee is currently reviewing <br />proposals from consultants. <br />Although the County cable TV franchise with ATC expires <br />February, 1996, the County Cable TV Committee would like to <br />explore the possibilities of working with the Town. The "head <br />end" (signal processing center /origination of all <br />channels /satellite and antenna are located in Chapel Hill. <br />
