2 proposals. The boundaries of the Cooperative Planning Area (CPA) were used as the starting point for discussions on thoroughfare plan boundary revisions. Three meetings of the subcommittees and DOT representatives were held during the late winter and early spring with the attached map being the eventual outcome. The "new area" encompasses approximately 35 square miles, a very substantial reduction over the area encompassed by the current plan. The Hillsborough Planning Board has reviewed and endorsed the revisions and the Town Board considered them on July 13. The Town Board voted unanimously to adopt the revised thoroughfare plan boundaries. The Town will soon be requesting that DOT assist in the preparation of a Hillsborough Transportation Plan which addresses not only the new boundaries and thoroughfares, but also other transportation issues such as bicycle, transit, and pedestrian ways. Prior to requesting DOT assistance, the Town requests County concurrence in the proposed boundary changes. DOT, likewise, is desirous of County endorsement prior to starting on a Hillsborough Transportation Plan. Implications for the County include incorporating the residual area into the Orange County Road Classification System. Classifications consistent with the rural roads will have to be applied to this area in addition to ensuring consistency of road classifications at the rural /urban interface. Also, the County will be asked at some point.by the Town and DOT to adopt a revised Hillsborough Thoroughfare Plan. At their July 20 meeting, the Orange County Planning Board voted unanimously to endorse the action of the Hillsborough Town Board and recommend to the County Commissioners the adoption of a resolution supporting the proposed boundary revisions.
