2 <br />proposals. <br />The boundaries of the Cooperative Planning Area (CPA) <br />were used as the starting point for discussions on <br />thoroughfare plan boundary revisions. Three meetings <br />of the subcommittees and DOT representatives were held <br />during the late winter and early spring with the <br />attached map being the eventual outcome. The "new <br />area" encompasses approximately 35 square miles, a <br />very substantial reduction over the area encompassed <br />by the current plan. <br />The Hillsborough Planning Board has reviewed and <br />endorsed the revisions and the Town Board considered <br />them on July 13. The Town Board voted unanimously to <br />adopt the revised thoroughfare plan boundaries. The <br />Town will soon be requesting that DOT assist in the <br />preparation of a Hillsborough Transportation Plan <br />which addresses not only the new boundaries and <br />thoroughfares, but also other transportation issues <br />such as bicycle, transit, and pedestrian ways. <br />Prior to requesting DOT assistance, the Town requests <br />County concurrence in the proposed boundary changes. <br />DOT, likewise, is desirous of County endorsement prior <br />to starting on a Hillsborough Transportation Plan. <br />Implications for the County include incorporating the <br />residual area into the Orange County Road <br />Classification System. Classifications consistent <br />with the rural roads will have to be applied to this <br />area in addition to ensuring consistency of road <br />classifications at the rural /urban interface. Also, <br />the County will be asked at some point.by the Town and <br />DOT to adopt a revised Hillsborough Thoroughfare Plan. <br />At their July 20 meeting, the Orange County Planning <br />Board voted unanimously to endorse the action of the <br />Hillsborough Town Board and recommend to the County <br />Commissioners the adoption of a resolution supporting <br />the proposed boundary revisions. <br />RECOMMENDATION: The Administration recommends adoption of the attached <br />resolution supporting the proposed thoroughfare plan <br />boundary revisions. <br />DK9:8- 18HBTP.DOC <br />r <br />
