BACKGROUND: The Hillsborough Thoroughfare Plan was adopted in 1987 by the Town and State Board of Transportation. The County was asked to adopt it, but declined, due largely to the extensive area of County jurisdiction it covered. The plan area covers approximately 91 square miles whereas the town and its extraterritorial jurisdiction cover approximately nine square miles. Adoption of the plan was also considered as part of the Phase I Transportation Plan presented at the May 1990 public hearing. The County Commissioners withheld adoption pending resolution of the previously identified concerns. The subject of reducing the plan boundaries was discussed at a joint meeting of the Town and County Planning Boards and NCDOT planners in February 1991. The idea was favorably received by all parties and was discussed at several TAS meetings afterward. The Hillsborough Town Board authorized its Planning Board to begin discussions with NCDOT and Orange County on a reduced thoroughfare plan area and in December 1991 a three member subcommittee was appointed for this purpose. At the January 14, 1992 meeting, the Orange County Planning Board approved the formation of a subcommittee to work jointly with the Town Committee and NCDOT on boundary reduction
