The applicant's private <br />road justification is an attachment to these <br />minutes on pages <br />The Planning Staff has evaluated the private road <br />and, due to the location, size and number of <br />lots, recommends a public road. The subdivision <br />does not provide larger than normal required lot <br />sizes, larger than required setbacks or proposed <br />open space, and is not located in a watershed. <br />Based on proposed density, the North Carolina <br />Department of Transportation would accept the <br />road for maintenance if constructed to their <br />standards. <br />The Preliminary Plan does not vary from the <br />Concept Plan with the exception of the proposed <br />sewer easements. - <br />The Concept Plan was reviewed by the Planning <br />Board on December 16, 1991. At that time, the <br />Planning Board approved the Concept Plan with a <br />Class B private road. <br />The Planning Staff recommends approval of the <br />Preliminary Plan for Featherwood Phase II with a <br />public road built to State standards, and subject <br />to the conditions contained in the Resolution of <br />Approval'(a copy is an attachment to these <br />minutes on pages ). <br />Gray asked what had changed since the Concept <br />Plan when the Planning Board had recommended a <br />private road. Kirk responded that the only <br />changes are the proposed sewer easements. Gray <br />continued noting that the applicant had indicated <br />that several hardwoods would have to be removed <br />if a private road is not approved. Gray <br />continued that he still felt a Class B private <br />road is most appropriate. <br />Gray and Scott agreed that a Class B private road <br />is sufficient for a 300' cul -de -sac. <br />Reid asked why the Staff wished to require a <br />public road. Kirk responded that the Staff <br />applied the criteria in the Ordinance and felt a <br />public road should be required. The Planning <br />Board and Board of Commissioners have the <br />authority to approve the applicant's request for <br />a private road. <br />
