2 <br />In June, 1992, the SHPO supplied a list of six <br />qualified consultants. The list was prepared after <br />advertisement and interviews by the SHPO staff. <br />During the same month, the Historic Preservation <br />Commission approved a draft Request for Proposals <br />[RFP] and authorized its distribution to the <br />consultants on July 1, 1992. By the July 31, 1992 <br />deadline, four proposals had been received. In the <br />case of the four consultants responding, each was <br />interviewed by the Planning Director. Subsequent to <br />the receipt of one proposal, the Planning Director <br />was notified by the consultant that she had accepted <br />the Duplin County inventory position. The three <br />proposals remaining include those submitted by: <br />1. Dan Pezzoni /Rhonda LaFever <br />2. David Bergst+one <br />3. Scott Brown <br />Sheets summarizing the consultant proposals are <br />provided in lieu of complete copies. The summary <br />sheets are provided as an attachment and contain the <br />following information: <br />- Consultant /Firm - Experience <br />- Performance Notes - Project Schedule <br />- Qualifications [36 CPR 613 - Budget Proposal <br />Summary sheets have been supplemented with <br />consultant resumes /proposal abstracts where <br />necessary. The consultant[s] must satisfy minimum <br />education and experience requirements to perform <br />identification, evaluation, registration, and <br />treatment activities. These requirements are listed <br />in Part V: 36 CFR 61 of the Federal Register and are <br />included for information purposes. <br />At a special meeting on August 12, 1992, the <br />Historic Preservation Commission considered the <br />three proposals and unanimously recommended that <br />Dan Pezzoni and Rhonda LaFever be employed to <br />conduct the Phase II inventory. In recommending the <br />firm, the Commission felt that the consultants <br />possessed a sound knowledge of rural vernacular <br />architecture and experience in conducting rural <br />historic inventories, particularly in this region <br />and /or North Carolina. The assistance of the SHPO <br />staff was invaluable in the selection process. <br />RECOMONDATION: The Administration recommends that Dan Pezzoni and <br />Rhonda LaFever be employed to conduct the inventory <br />of historic sites and structures in the remaining <br />unincorporated portions of Orange County. <br />
