3 <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />June 22, 1992 <br />Page Two <br />patient outcome goals and decide what would be needed to <br />reach these goals. All subcommittee recommendations would <br />come together to form the recommendations from the whole <br />plan. The group would then go through a process of looking <br />at current programs /resources, reallocating as necessary, <br />identifying new resources and making specific <br />recommendations. An ongoing assessment and feedback <br />mechanism will be established as part of the strategic plan <br />so that the EMS Advisory Council can track progress on goals <br />and make necessary adjustments /updates to the plan. <br />In addition to the four medical task groups, three <br />important support functions were identified as necessary for <br />the plan. These are: <br />1) Data -- what is currently available, based in Orange <br />County departments and outside data bases, and what <br />kinds of data are needed. Shirley Marshall has <br />agreed to lead this group. <br />2) Resources -- identify the personnel, capital, and <br />financial resources that are available to support <br />the EMS system as currently configured; investigate <br />alternatives for financing both current and future <br />EMS operations; and develop recommendations on how <br />to provide funds for the resources needed to operate <br />the EMS system in the future based on the desired <br />program outcomes that will be identified by the <br />medical committees. Hilliard Caldwell will lead <br />this group. <br />3) Public Information -- The Public Information <br />Committee, including representatives from the four <br />medical areas and other supporting committees, <br />gathers, updates, and maintains current progress of <br />all working groups comprising the EMS Strategic <br />Planning Team. This information is compiled in <br />appropriate format for presentation to interested <br />groups as information or education, depending on the <br />audience to be addressed by a proposed speaker's <br />group. <br />In addition, the committee plans and schedules other <br />public events to provide a citizens' awareness of <br />functions, capabilities, and limitations of the <br />
