F <br />MEMORANDUM <br />TO: Orange County Board of Commissioners <br />FROM: Norm Gustaveson <br />Carol Lorenz <br />Bob Lockwood <br />Hilliard Caldwell <br />Members of the Steering Committee <br />EMS Strategic Planning Committee <br />We are enclosing a brief report on the current status of <br />the Orange County's EMS Strategic Plan. In August, we would <br />like to present our oral report to you: to elaborate on <br />points made in this summary and also to provide an <br />opportunity for you to raise questions about this project. <br />In mid 1991 the Orange County EMS Advisory Council <br />became interested in developing a five year strategic plan <br />for Emergency Medical Services in the County. It was <br />envisioned that this plan would be based on patient outcome <br />goals, and that the attainment of these goals would guide <br />future decisions regarding public education, prevention, <br />process /procedure improvements, and resource allocations. <br />The initial meeting of the planning team was held in <br />September, 1991 with the first working meeting held in <br />January, 1992. About 45 people representing a variety of <br />community agencies attended, along with town and county staff <br />members and a representative of Triangle J Council of <br />Governments. The overall strategic planning process was <br />discussed and agreed to. Our first step was to complete an <br />environmental scan in which we learned about the EMS System <br />as it exists today, EMS and communications technology, and <br />then identified characteristics of the context (Orange <br />County) in which the EMS System exists. Four medical areas <br />emerged as those in which we wish to establish patient <br />outcome goals: Cardiac, Mass Casualty, Trauma, and <br />Pediatrics. It was agreed that subcommittees would be <br />established in each of these four areas to determine the <br />
