Once this <br />information is obtained, Staff will initiate efforts to <br />have the signs produced and installed for districts <br />designated by the Board of Commissioners. <br />The Planning Staff recommends approval of the sign design. <br />Hunter asked the reason for having the signs in the right - <br />of -way. Collins responded it would be more visible. He <br />continued that he was concerned that if it is placed back <br />onto the property, it will be so far from the travel lane <br />that it will not be seen. The desire is for the signs to <br />be obvious. Concern was also expressed that signs might <br />be destroyed when the Highway Department mows the right - <br />of -way. It was concluded that information regarding the <br />placement of the signs from NCDOT must be very specific. <br />The sign design was approved by consensus. <br />Hunter recommended that the colors be green and blue. <br />The Board agreed. <br />ITEM #4: ITEMS FOR DISCUSSION <br />a. LESA - Cropland Site Assessment <br />Forest Land Site Assessment <br />Environmental Site Assessment <br />A copy of the outline presented by Collins for discussion <br />is an attachment to these minutes on page <br />Collins explained that the outline is an attempt to <br />provide a land evaluation and site assessment system which <br />addresses some of the Board of Commissioners' concerns. <br />He continued reviewing the site assessment section of the <br />outline. <br />Collins continued that sites proposed for purchase of <br />development rights could be evaluated using the LESA <br />system and then be compared with other sites to determine <br />which would be the most appropriate for the purchase of <br />development rights program. He expressed concern that <br />if "too much is tied to numbers ", any flexibility in terms <br />of recommendations might be lost. <br />Hogan noted that he felt the program would be most cost <br />effective in the more rural rather than urban areas. <br />Collins responded that when the report was originally <br />
