M P'Ll I � V <br />MOTION: Gray moved that the Preliminary Plan for <br />Featherwood be approved with a Class B private <br />road and subject to the conditions in the <br />Resolution of Approval. <br />VOTE: Unanimous. <br />(2) Bellechene East <br />Presentation by Eddie Kirk. <br />The property is located in Cedar Grove Township <br />on the east side of Eno Cemetery Road. The <br />property is not zoned, however, the tract is <br />designated Agricultural Residential and Water <br />Supply Watershed in the Comprehensive Plan. It <br />also drains into Lake Orange. <br />11 <br />The total acreage of the tract is 33.22 acres. <br />Thirty (30) new lots are proposed with an average <br />lot size of 1.04 acres. There are three phases <br />proposed with Phase I containing four (4) lots, <br />Phase II containing eight (6) lots and Phase III <br />containing eighteen (18) lots. <br />The applicant is proposing public roads to serve <br />each phase. All four lots in phase one would <br />have to receive access from the subdivision road <br />for the State to accept maintenance. The Orange <br />County Health Department has checked the property <br />and found a suitable site for a septic system on <br />each lot. <br />The Lake Orange Authority has indicated their <br />Policy is to only allow direct lake access by <br />membership to those land owners who adjoin the <br />620 foot elevation. Membership is available on a <br />limited application basis and at that time, <br />rules, regulations and common access areas are <br />agreed upon. <br />The Orange County Engineer has indicated he has <br />no comments concerning the proposal. <br />The County Attorney has indicated his concern <br />that the east property line follow the 620 foot <br />contour, which is indicated on the preliminary <br />plan. He also indicated concern about lots 27 <br />and 28 fronting on the Eno Cemetery Road, <br />however, out of 30 lots, these would be the only <br />two lots receiving access directly from Eno <br />Cemetery Road. <br />Other agency review comments were solicited and <br />
