Responses to the issues you raised are as <br />919595 -3940 follows, and copies of the referenced statutes and rules <br />are attached- <br />Winston-Salem 1 The statutory definition of a "well." as specified in <br />919/396 -7007 y P <br />NCGS 87- 85(14), would include borings or test pits <br />constructed for the purposes of evaluating or testing <br />the geophysical or hydrogeplogic characteristics of <br />an area, such as potential sanitary landfill site, <br />2. Anyone who constructs a well, using power equipment, <br />must register annually with the Department [NCGS <br />143- 355(e)). <br />3. Rule 2C.0105(b) requires that a permit be issued <br />prior to the construction of the types of wells <br />specified in 1. above. Rule 2C.0105(e) requires that <br />site and facility maps accompany the well <br />construction permit application. <br />4. Once they'are no longer of use, all wells must be <br />permanently abandoned in accordance with Rule <br />2C.0113(a)(2). For test pits, which most closely <br />approximate "bored" wells, abandonment should be in <br />accordance with Rule 2C.0113(a)(2)(E). <br />Pollution Prevention Pays - <br />P.O.
