By signing the certificate, the owner <br />certifies that he or she is the owner, that all <br />easements, rights -of -way, and common areas are duly <br />granted for the purposes stated on the plat, and that <br />all improvements /common areas will be maintained until <br />taken over by a public agency or homeowners <br />association, etc. <br />The current, language in Section V- D -6--b of the <br />Subdivision Regulations for the certificate only <br />implies that the person signing is the owner of the <br />property. The proposed amendment will expressly state <br />the certification of ownership. <br />The proposed amendment was presented at public hearing <br />on May 26. No citizen comments were received at the <br />hearing. The item was referred to the Planning Board <br />for a recommendation to be forwarded to the County <br />Commissioners no sooner than August 3, 1992. <br />
