z <br />a <br />Hillsborough proposes to remedy the problem of surface <br />discharge of sewerage and stormwater by constructing a new <br />sewer line from the overflowing manhole to its Eno River <br />interceptor line which lies approximately 150 yards to <br />the south on the north side of the Eno River. While <br />this solution does not relieve the I & I problem, which <br />would be a very expensive undertaking, it will provide <br />sufficient additional flow carrying capacity and relieve <br />the overflow problem. The proposed sewer line cannot be <br />routed straight to the existing interceptor, because an old <br />pond lies directly between the existing manhole and the <br />interceptor. The route for the new sewer line is proposed <br />to move southwest from the existing manhole, cross <br />Stillhouse Creek, turn south along and parallel to the west <br />(rear) property line of the Orange Family Medical Center <br />and extend straight on to the existing interceptor line. <br />The requested easement for the new sewer line is a twenty <br />foot wide permanent easement with an additional temporary <br />construction easement on the east side of the permanent <br />easement. The majority of the permanent easement is on <br />County property, although there is some permanent easement <br />on the medical center property. The construction easement <br />is nearly evenly divided between the County and medical <br />center property. The size and scope of the easements <br />requested are typical of sewer construction projects of <br />this nature and the proposed sewer line route is consistent <br />with standard engineering practice. <br />Hillsborough's proposed remedy for alleviating sewer <br />overflows in the vicinity of the Tax and Records building <br />represents a net benefit to the County and particularily to <br />County employees. The sewer overflow has long represented <br />a morale problem, and perhaps a potential health problem, <br />to employees in the Tax and Records Building. Although the <br />sewer overflows in the Tax and Records Building parking <br />lot have abated over the past two years, overflows on <br />nearby County campus.grounds periodically continue <br />unabated. The current location of the sewer overflow is <br />less an immediate threat to anyone's health but it is a <br />nuisance and a potential hazzard. Hillsborough's proposed <br />actions should eliminate the nuisance conditions <br />permanently. <br />RECOMMENDATION: The Manager recommends that the Board review the <br />Easement Agreement and authorize the Chairman to sign <br />and execute the agreement. <br />
