The <br />overflows have resulted from two distinct problems with <br />Hillsborough's gravity sewer collection system. One <br />problem is that the advanced age of many portions of the <br />collection system has resulted in large quantities of <br />infiltration and inflow (I & I) of stormwater being taken <br />into the system. During storms. cross - connections between <br />storm sewers, roof drains, etc., and sanitary sewers have <br />allowed a great deal of water to enter the sewer system <br />(inflow). During wet periods, the subsurface water rises <br />and leaks into the sanitary sewers through cracks and loose <br />joints in the pipes and manholes (infiltration). The . <br />second problem is that at least this section of the Town's <br />sewer collection system is currently flowing at full <br />capacity under normal conditions. The extra flow which <br />occurs as a result of I & I overloads the sewer pipes to <br />the extent that much of the excess flow escapes at manholes <br />in the lower elevation portion of the problematic section <br />of the sewer system. Currently after heavy rainfall, a <br />combination of stormwater and sewerage often sprays out of <br />the manhole located on the west side of Stillhouse Creek <br />directly behind the Tax and Records Building. <br />1 <br />
