23 <br />Combs apply for rezoning of the property. <br />Mr. Combs provides a valuable service to Orange County. He is on <br />the wrecker rotation for Chapel Hill, and for the N. C. Highway Patrol. <br />There is a shortage of places to take cars after wrecks, especially near <br />Chapel Hill. Chapel Hill used to allow abandoned vehicles to be stored <br />at it's police lot, but since December of 1991 has required such <br />vehicles to be stored at the facility of the person who tows the <br />vehicle. <br />The cars are stored in such a way that they are not visible from <br />the public road. Thus, it is evident that the county was not aware of <br />this use at the time zoning became effective in 1981. There has been <br />one anonymous complaint against Mr. Combs. In contrast, all who <br />appeared at the Board of Adjustment spoke in favor of this use. By its <br />very nature, an -EC -5 district will have only a small effect on the <br />county, since the law already allows continuation of non - conforming <br />uses. <br />Applicant thus respectfully requests that the Board grant his <br />request for rezoning to EC -5, and make the necessary change in the table <br />of permitted uses to allow cars to be stored outside. <br />
