Collins <br />Planning Director <br />Orange County Planning Department <br />306F Revere Road <br />Hillsborough, North Carolina 27278 <br />RE: CP -1 -92 University Station Rural Village <br />Dear Mr. Collins: <br />14 <br />This is to request that the Land Use Plan Amendment Application, which has been <br />submitted relative to University Station be heard at the May 26th Public Hearing rather than <br />in February. We understand that we are proposing a Primary amendment to the Plan, <br />usually only heard in February, but we believe that there are extenuating circumstances here <br />that justify such a request at this time. Specifically, we have an opportunity with this site to <br />demonstrate the benefits of the new Rural Village approach to rural land planning, but we <br />have a problem of timing: the land options are going to expire shortly, and we will lose our <br />investor if we cannot move ahead soon with the approval process. <br />This request is made in the following context: We believe that there is a general consensus <br />that the Rural Village approach to rural land use, as currently studied by the Rural Character <br />Study Committee and as proposed for this project, has significant advantages over the <br />traditional way of doing planning in rural areas, with one or two acre lots using septic <br />tanks, and that this new concept would bring benefits to Orange County. These will <br />include: <br />A. The retention of large amounts of visual open space, <br />with development concentrated in smaller areas of higher density, <br />connected to water and sewer extensions. <br />B. The consequent avoidance of suburban sprawl <br />and the conservation of the rural flavor of current land use. <br />C. Provision of areas for public recreation, <br />such as the 25 -acre public park site being donated to <br />the county by University Station, and the 27 -hole <br />public -use golf course being provided. <br />P.O.
