This review arose from the concern that the <br />County has employees being appointed as temporary for <br />extended periods of time who do not receive benefits. <br />Under the Personnel Ordinance, there are two major <br />categories of employees. These are temporary and <br />permanent. A temporary employee may be full time or <br />part time (any number of hours) and may be appointed <br />as temporary for up to 12 months. A temporary <br />employee receives no benefits except Social Security, <br />Workers' Compensation, Civil Leave and Administrative <br />Leave. A permanent employee may be full time or part <br />time (appointed for at least 20 hours each workweek) <br />and receives benefits. <br />The temporary employment review included identifying <br />temporary appointments which have extended beyond one <br />year and surveying the types of schedules these <br />employees work and the needs they serve. <br />This review showed that the County has two major <br />groups of employees serving as temporary for extended <br />periods. Group 1 consisted of employees who averaged <br />20 hours or more each workweek on a continuing basis. <br />Group 2 consisted of employees who have been appointed <br />for extended periods but work more limited hours <br />
