E <br />some exceptions. For example, amendments to the <br />Comprehensive Plan involving four township <br />components were considered at a May, 1988 public <br />hearing. More recently, 1992 amendments to the <br />Eno and Chapel Hill township components <br />incorporated the New Hope Open Space Corridor <br />into the Comprehensive Plan. <br />Insofar as other types of amendments are <br />concerned, flexibility is available to the Board <br />of Commissioners in calling special public <br />hearings. While secondary amendments to the <br />Comprehensive Plan, rezoning requests, special <br />use permits, and planned development applications <br />are generally heard at the quarterly public <br />hearings, the language contained in the Zoning <br />Ordinance allows latitude in setting public <br />hearing dates. <br />Recently, an application was received for the <br />University Station project,'a proposed rural <br />village to be located southeast of Hillsborough. <br />The application involves a principal amendment to <br />the Comprehensive Plan, and strict interpretation <br />of Section 2.2.14.3 suggests that the application <br />be considered at the February, 1993 public <br />hearing. Because of difficulties associated with <br />holding multiple property owners together and <br />retaining a major investor, the applicants have <br />requested that a special public hearing be set. <br />Rather than considering the University Station <br />application at a public hearing other than that <br />scheduled for February, 1993 hearing, an <br />amendment to Section 2.2.14.3 is proposed to <br />build in the flexibility needed by both private <br />citizens and the County to consider principal <br />amendments out of sequence. The proposed <br />amendment to Section 2.2.14.3 affects only the <br />first sentence of the second paragraph. That <br />sentence would be reworded to read: <br />Principal amendments shall generally_ only be <br />considered once each year at the quarterly public <br />hearing in February. <br />The addition of the word "generally" would be <br />sufficient to allow the Board of Commissioners <br />discretion in calling special public hearings on <br />principal amendments to the Comprehensive Plan. <br />The Ordinance Review Committee met on May 14, <br />1992 and proposed that additional wording be <br />added to allow more than one public hearing on <br />
