10 <br />I. Secure an engineer to design site plans and <br />specifications, including plans for septic system, if <br />applicable, and all required setbacks and buffers and <br />approval from DOT for driveway permit. <br />J. Erosion Control division to develop erosion control <br />plan and gain approval from the State. (-State is <br />allowed 30 days to respond after submittal date. If <br />there is a problem with the Plan, it must be corrected <br />and resubmitted so process could take as much as 60 <br />days.) An Erosion Control Plan is not required for less <br />than 1 acre of disturbance. <br />K. Efforts will be made to avoid sites that require <br />Environmental Assessment. If Environmental Assessment <br />is necessary, the Planning Department will conduct the <br />assessment before Site Plan can be approved. (Site <br />Plan can be.approved within 21 days if complete and <br />there are no further approvals necessary.) <br />L. If Environmental Statement is necessary, a consultant <br />will be hired to prepare Statement. Statement must be <br />reviewed by the State and Board of County <br />Commissioners, and presented at a public hearing before <br />a Zoning Compliance Permit is issued (This process may <br />take up to three months). <br />VIII. Site Construction and Development <br />A. Draw up specifications, prepare bid package, receive <br />bids, make recommendation, get BOCC approval and award <br />contract for the following: <br />-- Utility Building <br />-- Landscaping <br />-- Fencing and Gates <br />-- Signs <br />Site Construction. <br />B. Develop specifications, prepare bid package, receive <br />bids, make recommendation, get BOCC approval and award <br />contract for collection service for compactor <br />containers and 40 yard open top containers. <br />C. Contact Duke Power to initiate installation of lighting <br />equipment. <br />D. Contact telephone company to initiate installation <br />of telephone hook -up. <br />E. Prepare Orange Regional Recycling for construction <br />of salvage shed, placement of recycling bins and used <br />oil container, if applicable. <br />6 <br />
