Public <br />hearings should take place before purchase of property <br />for a site. <br />E.' At least one month prior to the closing of a site, <br />prepare press releases, post signs and send out flyers <br />to notify all residents within a four mile radius of <br />the greenbox site that is to be closed. (If closing of <br />site is done in conjunction with opening of another, <br />new site location will be included with notice of <br />closing). <br />E. At least two weeks prior to the opening of a solid <br />waste collection center, prepare press releases <br />announcing the opening of the center. <br />VI. Update Rural Private Haulers <br />Keep rural private haulers abreast of all solid waste <br />collection center issues as they occur. Schedule quarterly <br />meetings to discuss concerns and keep haulers informed. <br />VII. Planning and Approval Process <br />A. Have surveyor conduct survey, including topographic <br />elevation, and provide final plat. <br />B. Review final plat with property owner,. address concerns <br />and make changes. <br />C. Submit eight (8) copies of final plat and a tax map to <br />the Orange County Planning Department for subdivision <br />approval-if property needs to be subdivided for <br />purchase (Public works will send final plat and tax map <br />to County Attorney). <br />D. Hire appraiser to conduct appraisal of property and <br />make initial contact with attorney to conduct a title <br />search. <br />E. Review offer with the owner, make any revisions if <br />necessary. <br />F. Prepare agenda abstract for the Board of County <br />Commissioners' meeting and obtain approval for purchase <br />of property. <br />G. All parties sign final plat (Health Department for <br />septic system if applicable, Public Works Director, <br />property owner, and zoning officer) which is then sent <br />to Land Records and recorded. <br />H. County Attorney to prepare deed and closing documents <br />and handle closing. <br />6 <br />
