5 <br />C. Orange County staff to contact property owners within a <br />.500 foot radius of targeted area and explain process <br />which led to targeting of site. If opposition to the <br />site is strong, or the owner has a legitimate concern, <br />address the concern or abandon the site. <br />IV. Site Suitability Assessment <br />A. Orange County Staff will visit proposed site to assess <br />its,suitability for a solid waste collection center. <br />Representatives from the following departments or <br />divisions will assist: <br />* Planning <br />* Environmental Health <br />* Soil and Water <br />* Engineer <br />* Public Works <br />B. County Engineer to develop generic site plan layout. <br />C. Based on generic site plan layout, Orange County Staff <br />will assess site suitability based on the following <br />standards: <br />1. Proximity to Homes ando.Commercial, Industrial <br />Businesses and Institutions <br />Due to heightened public awareness about the <br />environment, citizens are becoming more <br />knowledgeable and critical of government actions <br />which may have an environmental impact. As a <br />result of Senate Bill 111 and the EPA's Subtitle D <br />Criteria, N.C. local governments are scrambling to <br />meet requirements regarding solid waste collection <br />and disposal. At the same time, citizens are <br />becoming increasingly concerned about environmental <br />impacts "in their back yard." It is extremely <br />important, therefore, to. ,consider and address <br />public perception in defining a process for . <br />acquiring land for solid waste collection centers. <br />Targeted areas should be canvassed by County staff <br />to determine distance from communities, <br />neighborhoods and homes. Sites should not be <br />located within a 500 foot radius of a residence, or <br />a 100 foot radius of a commercial or industrial <br />business or an institution.
