4 <br />November, 1991 ,4 <br />Revised July, 1992 <br />ORANGE COUNTY SOLID WASTE COLLECTION CENTERS <br />A PROCEDURAL GUIDE FOR SITING, LAND ACQUISITION AND DEVELOPMENT <br />I. Target Areas in Rural Orange County For Solid Waste <br />Collection Center Siting. <br />A. Sites should be located to serve .residents within a <br />specified radius in unincorporated Orange County. <br />B. Areas should be located using the Transportation <br />section of the Oraniae County Land Use Element as a <br />guide. This will assist in determining ideal areas <br />for placement of renters by: <br />I. Outlining road classifications and their primary <br />use such as minor arterial, collector, major <br />local and minor local. <br />2. Delineating the goals and policies of the Orange <br />County Land Use Element with regard to safety, <br />convenience and the elimination of land consuming <br />and unsightly sprawl along the transportation <br />system. <br />II. Preliminary Screening of Areas <br />A. Acquire tax maps to identify various parcels of <br />undeveloped land in targeted areas. <br />B. Obtain further information on targeted areas through <br />the Orange County Land Records and Tax offices. <br />C. Eliminate unsuitable areas. <br />D. Conduct meetings with Township Advisory Councils <br />(TACs) to communicate need/process and solicit <br />feedback. <br />III. Preliminary Negotiations with Property Owners of Targeted <br />Areas <br />A. Orange County staff to contact property owners and <br />explain process which led to the final targeting of <br />their property for solid waste collection center. <br />Explanation should include the following: <br />* Components of Senate Bill 111 <br />* Components of House Bills 1109 and 86 <br />* Proposed Orange County Solid Waste Ordinance <br />* Preliminary and Secondary Screening Processes <br />* Rising number of out of County residents using <br />greenboxes <br />B. If property owner refuses, ask for alternatives. <br />
