2 <br />2) To work cooperatively with the community to identify two <br />additional solid waste collection center sites in northern Orange <br />County. <br />3) To associate the closure of existing greenbox sites with <br />development of new solid waste sites. <br />The existing Ferguson Road consolidated greenbox site is a 2 acre <br />parcel located at the edge, but just inside, of the University Lake <br />watershed. It was purchased by the County in 1989, before watershed <br />restrictions were in place, but is now subject to the 12% impervious <br />surface limitation. In order to develop a compactor collection center <br />at the Ferguson Road site, the County would need to pursue one of <br />several options. Among options that could be explored would be <br />acquisition of additional land at Ferguson Road or amendment to the <br />zoning ordinance. The first option could result in the County having <br />sufficient acreage to meet impervious surface restrictions. The second <br />option could involve the substitution of structural best management <br />practices (BMPs), such as a wet detention pond, to achieve the surface <br />water protection impacts that impervious surface limitations promote. <br />If use of permissible BMPs were limited to governmental entities, long <br />term financial responsibility and performance of required periodic <br />maintenance could be assured. If amendment to the zoning ordinance <br />were considered, the process of review by Ordinance Review Committee, <br />Planning Board, and public hearing would probably take about three <br />months before the Board of Commissioners would be prepared to take <br />action on any recommendation. Staff and a representative of the OCSWC <br />will be available to respond to Board questions and to pursue <br />alternatives in accordance with the Board's direction. <br />RECOMMENDATION(S): The Manager recommends that the Board receive <br />the report as information. <br />
