4 <br />Y <br />23 <br />The proposed expansion of the school complies <br />with almost all the findings (a copy of these <br />findings is an attachment to these minutes on <br />pages ) required by the Zoning Ordinance <br />that are attached to the current Special Use <br />Permit. Conditions have been included in the <br />Planning Staff's recommendation to address <br />deviations from the approved findings and to <br />insure compliance with all State and local <br />regulations. <br />The existing sewage disposal system has a <br />capacity of 4000 gallons per day and is regulated <br />by the NC Division of Environmental Management. <br />Based on the State's standards, the potential <br />system flow is 10 gallons per day per student. <br />Current daily flow is about 2400 gallons for 368 <br />students, or 6.5 gallons per student per day. <br />Projected enrollment at Carolina Friends School <br />will not exceed 394 students. The resulting <br />potential for a 3940 gpd flow through the system <br />is still within the 4000 gallon capacity <br />permitted by DEM. <br />The proposed modification was presented at public <br />hearing on May 26. No citizen comments were <br />received at that time. The item was referred to <br />the Planning Board for a recommendation to be <br />returned to the Board of Commissioners no sooner <br />than August 3, 1992. <br />The Planning Staff recommends approval of the <br />modification to the Special Use Permit for <br />Carolina Friends School based on the findings and <br />subject to two conditions added to those placed <br />on the Special Use Permit issued in 1990: <br />1. Prior to issuance of a building permit for <br />the Resource Center, submit final <br />grading /erasion control plans and storm <br />drainage calculations for review and approval <br />by Orange County Erosion Control; <br />2. Revise the site plan to: <br />a. Remove parallel parking along the east <br />side of the driveway between the <br />basketball court and the creek. All <br />proposed parking must be at least 75 feet <br />from the lot boundaries; <br />b. Indicate clearing limits and tree <br />protection fencing for the expansion of <br />Upper School access, parking and the <br />
