O R A N G E C O U N T Y
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 29, 1992
Action Agenda
Item # .=- D
SUBJECT: Carolina Air Care Ground Unit Contract
DEPARTMENT: Emerg Mgmt PUBLIC HEARING: Yes XXXX No
ATTACHMENT (S): INFORMATION CONTACT: Nick Waters --
968 -2050 or 644 -3030
1. Contract with UNC
Hospitals
TELEPHONE NUMBERS:
Hillsborough - 732 -8181
Durham - 688 -7331
Mebane - 227 -2031
Chapel Hill - 967 - 9251/968 -4501
PURPOSE: To update the contract with UNC Hospitals to provide ground
ambulance services for support to the Air Transportation Program.
BACKGROUND: Emergency Management provides staff and logistics for
the Air Transportation Program under terms of a contract with the
UNC Hospitals. The present contracted rate of payment to the
County is $10,500 per month. Under the terms of the renewed contract
for 1992 -93, the County's reimbursement will increase to $12,000 per
month. This increase is necessary to cover certain operational costs
of an additional ambulance, increased temporary staff costs, and
increased call volume. The contract refers to two (2) ambulances;
however, in Section B, the wording "the second and any subsequent
vehicle ..." addresses a third backup ambulance provided by the
Hospital but insured and operationally maintained by the County.
Another increase is in the staffing pattern of temporary staff which
requires them reporting to work to do a formal shift change and
preventive maintenance check on the vehicle. Increased workload is
anticipated because of the addition of another transport team and the
opening of a new ambulatory care facility on Mason Farm Road. This
increased workload may also have an impact on EMS as we backup the
Hospital service.
Contractual stipulations have been agreed upon by the Director of
Carolina Air Care and the Director of Emergency Management Services,
and approved and signed by the Executive Director at UNC Hospitals.
The County and UNC Hospitals first entered into this contract in
August, 1989 with a rate of payment of $7,000 per month. The
contract has been beneficial to the County and the Hospital since
that time.
RECOMMENDATION: The Manager recommends that the Board approve the
contract renewal with UNC Hospitals and authorize the Chair to sign.
