TO: John Link, County Manager <br />FROM: Sally Kost( Budget Director <br />SUBJECT: Maintenance and Monitoring Fees <br />DATE: June 26, 1992 <br />At their June 24-,-1992,-.meeting, the BOCC requested that we re -look <br />at the fee calculations- for the Maintenance and Monitoring Program. <br />The original fee, $80'7�per inspection, was calculated based on <br />recovering the cost for only- inspections in which the Health <br />Department had planned to bill and was based on the first full year <br />of operation. <br />One possible option to this method of fee calculation would be to <br />include the total cost of the Maintenance and Monitoring program <br />into the fee structure, including those fees inspected at no <br />charge. However, because so many existing LPP systems would <br />initially be inspected at no charge it would be more accurate to <br />average the number of inspections for the first three years of <br />program operation. When the fee is calculated using this method, <br />the amount would be $91 per inspection.. <br />This calculation does not allow for uncollectible accounts, or any <br />extraordinary circumstances in which the system owner refuses to <br />take corrective actions and litigation on the County's part is <br />required. An additional amount, perhaps 10% of the fee amount, or <br />$9 per inspection, could be added to the $91 fee based on actual <br />cost, bringing the total fee per inspection to $100.
