Board of County
Orange County
PO Sox 8181
Hillsborough, NC
Commissioners:
a" Wmsxay COURT
June 25,1992 9?
Commissioners
27278
On March 18, 1992, the Landfill Owners' Group (LOG) held a public
hearing on solid waste issues in Orange County. Comment from
citizens at that hearing showed overwhelming support for a waste
management plan focused on three thi,,p:
1) source reduction at the "front -end" of the waste stream
2) emphasis on source separation
3) technology approaches which.are not c ate ivp
and.do not concentrate on post -col ec j. .V".
t r Q
1 am extremely disappointed that the LOG Dr t: r' ",_ 4work does
not emphasize any of the above areas, which i-2 a e re; so
important to them.
Instead of focusing on source reduction, the LOG plan recommends
studying the feasibility of producing Refuse Derived Fuel (RDF) --
an extremely expensive volume reduction technique that depends on
large amounts of waste.
instead of emphasizing source separation, the LOG plan recommends
studying a Materials Recovery Facility (MRF) -- another expensive
"back -end" technique for managing solid waste.
Instead of concentrating on low technology "front-end" approaches,
the LOG plan recommends studying mixed solid waste composting,
RDF, and MRFs -- all of which are volume reduction techniques to
manage solid waste after it has been collected.
The main focus of the LOG plan is the study (by an expensive
consultant) of end -of -the- waste - stream techniques.. or- sal, Ito
management. Should, the cit,i.z ens of Orange aunty 1 t0
support a plan based.. on volume reduction :whon they hare." 'Aed
for a plan based oni source reduction?
