June 9, 1992
Orange County Commissioners
Box 8181 _
Hillsborough, NC 27278
JUN
r /,I
Dear ./jr•1. _ _
0
Thank you for listening to citizen concerns about the landfill
search process and wisely asking for more information before
approving the drilling on the currently proposed sites.
We are encouraged to hear that some efforts are being made to
resolve the proxy vote question and the way it was handled.
It was suggested by Ms. Insko and perhaps others of you, that
we submit to you some of our questions about this issue. Below
are listed some of-our questions and comments.
1... Why wouldn't it be reasonable to rank the sites so that drilling
of all the•land might not be nesessary?
2. How potentially damaging is it to drill for this purpose?
3. Who will pay for any damages to land owners? Do we have any
idea what this cost would be?
4. If all four sites are drilled, will the LSC have input into the
final choice? Having attending numerous LSC and several LOG
meetings we are convinced that LOG members (with the possible
exception of Gurganus) and.Joyce Engineers are committed to
the selection of the largest possible site.
5. Why not put this process on hold until we have in,plade a sound
waste management plan similar to that of Davie County?
6. When can Hillsborough have a voting representative on the LOG?
We earlier expressed to the LOG our concern about the way the LOG
over -rode the LSC recommendation to test Site 3, which was already
paid for by taxpayers and previously chosen by Orange County Commiss-
ioners for the next landfill. We were told that the property was too
close to Horace Williams Airport. If this is a real .concern, shouldn't
Site 3 be re- considered since it appears that the airport ;nay be moved
before the next landfill is needed?
We continue to point out that with current efforts /laws to reduce /recycle
and manage waste wisely a large site should not be considered. With
proper waste management a 100 acre site could last a number of years.
Surely with the expertise available in the world today, a responsible
way to deal with waste will have been acheived by then.
incerely, y, •
Macon B. 011is
Linda R. 011is —
V.
