GOAL: SET AGRESSIVE WASTE REDUCTION GOALS BEYOND THOSE SUGGESTED <br />BY THE STATE. RECOGNISE THAT LANDFILLING IS NECESSARY FOR OUR <br />SOLID WASTE, BUT EVERYTHING POSSIBLE MUST 8E DONE TO PROLONG THE <br />LIFE OF THE PRESENT AND FUTURE LANDFILLS. Pilot programs have <br />shown that waste reduction rates as high as 84% can be achieved. <br />Other areas have set high reduction goals, such as Seattle's 60% <br />goal and Davie County's 90% goal. We need to set a high, <br />achievable waste reduction goal in Orange County. <br />GOAL: INTEGRATE ALL ASPECTS OF SOLID WASTE MANAGEMENT COLLECTION <br />AND DISPOSAL INTO AS COST EFFECTIVE, EFFICIENT COLLECTION AND <br />DISPOSAL SYSTEM AS POSSIBLE. Integrating all aspects of solid waste <br />pick -up (including recycling) and disposal, into a least -cost, <br />efficient collection and disposal system would be advantageous for <br />Orange County. This could be developed around both urban and rural <br />needs. <br />GOAL: THE SOLID WASTE STRATEGY FOR ORANGE COUNTY WILL BE TO REWARD <br />CONSERVATION AND REDUCTION OF WASTE AND TO DISCOURAGE THE <br />GENERATION OF WASTE. The institution of unit based pricing has <br />caused significant waste reductions in some communities. We need <br />to consider this as an option. Education and governmental <br />regulations need to be developed to implement this policy. <br />IMPLEMENTATION STRATEGIES FOR SOLID WASTE REDUCTION MANAGEMENT PLAN <br />DEVELOPING GOALS. To allow as broad discussion as possible, all <br />elected bodies should hold public hearings on solid waste planning <br />and management for Orange County. Chapel Hill and Orange County <br />citizens' committees on solid waste need to provide comment as <br />well. <br />ESTABLISHING POLICIES. The large financial commitments and policy <br />decisions involved in waste reduction planning, including <br />collection and disposal, will affect the whole community, and <br />should be properly handled through the formal, legal and democratic <br />Process, involving all citizens as much as possible. As <br />representatives of the public, it is the governing bodies <br />responsibility to formulate the public's vision into policy, as <br />well as the State's regulations and mandates. The development by <br />the governing bodies of a set of guidelines is essential. These <br />guidelines will make it possible for the elected officials, as well <br />as the public, to evaluate quickly and efficiently any <br />recommendations that come from the staff, consultants, citizens' <br />committees, the public and other public officials. <br />N <br />
