ATTACHMENT 1 <br />( w) <br />UESTIONS AND CONCERNS EXPRESSED BY CARRBORO'BOARD OF ALDERMEN <br />AT ITS MEETING ON MAY 19 1992 <br />REF. ACCESS TO POTENTIAL SITES FOR A LANDFILL <br />1. The landowners should be reimbursed for damage to property in <br />the process of obtaining these surveys and examinations. <br />2. There should be some way that the people that are doing the <br />borings notify the landowners to make them aware that they are <br />about do the borings and they walk the land with the <br />landowners and explain to them where the drillings are to take <br />place and,what type damage might occur on the property. <br />3. That a priority list be prepared so that all four sites are <br />not entered and damaged when only one will be chosen. <br />4. <br />On what basis can Chapel Hill have authority <br />of eminent domain <br />outside its jurisdictional lines? <br />5. <br />How many acres per year are needed for the <br />landfill? <br />6. <br />In calculating how many acres per year <br />we need, do you <br />anticipate reduction in wastes? <br />7. <br />Why are 1600 acres needed if we need only 4 <br />. f <br />acres per year? <br />S. <br />What would be the start -up time for the new <br />landfill be used? <br />9. <br />Has the idea of moving the airport been considered in <br />conjuction with locating a new landfill site? <br />10. <br />Have increased tipping fees been considered <br />as a incentive to <br />reduce waste? <br />11. <br />How is information from sources other than <br />Joyce being used? <br />12. <br />How does public input figure into the search process? <br />13. <br />What will happen to "extra" land from that <br />purchased? <br />14. <br />Provide an explanation of proxy problem. <br />
