13 <br />State law and policy and local ordinance and additional criteria <br />selected by the Search Committee. We believe that the 16 sites <br />were properly chosen based upon those criteria. Using other <br />criteria or re- examining all areas of the county with the existing <br />criteria could yield additional properties. <br />Advantages of. looking for additional sites could include the <br />possibility that some new site could be found which would meet the <br />county's needs. <br />Disadvantages would include additional cost in terms of time and <br />money to perform analysis on more properties; and generating <br />citizen opposition in some new.areea or areas. <br />10. Do delays in the landfill selection process create any <br />complications with the LOG'S contractual arrangements with Joyce <br />Engineering? <br />NOM <br />11. What experience does Joyce Engineering have in operating <br />landfills elsewhere in the country? How many do they operate? Is <br />there any consideration being given to contracting with Joyce to <br />-loerate the next-orange County Landfill? <br />Joyce Engineering operates one landfill in West Virginia, and has <br />since 1983. Joyce provides operations management consulting <br />services in Virginia and West Virginia. <br />Joyce Engineering was selected by the Landfill Owners' Group to be <br />our consultant after a lengthy process which included a national <br />search, and several interviews. They were selected in part because <br />the firm works only on landfills, including site selection, design <br />and operation. We believed that a firm with landfill operating <br />experience was desirable, insofar as operating experience can <br />translate into superior design and selection ability. <br />We have never discussed with any employee of Joyce Engineering the <br />possibility that they might operate our landfill. We would expect <br />the landfill to be operated by government staff. <br />12. What procedural stems remain in the landfill selection process-, <br />and how quickly might they be completed, barring further unforeseen <br />elements? <br />The next step is to conduct the on -site testing of the four sites <br />under active consideration. Following this step, the consultants <br />would report to the Search Committee their findings, including <br />information about depth and types of soils, depth to rock, depth to <br />groundwater, direction of flow of groundwater, site characteristics. <br />such as surface drainage, and information on how the site could be <br />developed into a landfill. Conceptual engineering plans would be <br />developed for the sites, which would include cost estimates and <br />more exact estimates of useful life. <br />
