It also clearly <br />establishes roles and responsibilities, recognizing that, form a practical <br />standpoint, the Chapel Hill- Carrboro City Schools must assume the major <br />responsibility for designing and constructing the new high school. The <br />process is intended, however, to be receptive to the concept of a merged <br />school district and provides opportunities to plan the high school such that <br />it will meet the needs of CHCCS in the short -run and of the entire county in <br />the long -run. <br />
