31 <br />serious consideration to making a commitment to this type of <br />planning on waste reduction as opposed to looking at volume <br />reduction technologies at this time. <br />The attached diagram gives a one -page illustration of the various <br />aspects of this solid waste management plan based on waste <br />reduction and how it all fits together. <br />I would ask the Council to consider adopting the following <br />resolution to call a public hearing in the fall to receive comments <br />on both the proposal by the Landfill Owners' Group and this solid <br />waste management plan based on waste reduction. <br />The resolution also has additional recommendations for <br />consideration by the Orange County Commissioners and Carrboro Board <br />of Aldermen. <br />A RESOLUTION REGARDING CONSIDERATION OF SOLID WASTE MANAGEMENT <br />PLANNING IN ORANGE COUNTY (92- 6 -22/R- <br />WHEREAS, waste reduction is at the top of the solid waste <br />management hierarchies developed at the federal and State levels; <br />and <br />WHEREAS, the consideration of potential sites for a new landfill <br />has made clear the support of citizens in Orange County for waste <br />reduction as the strategic objective for present and future <br />management of solid waste; <br />NOW THEREFORE BE IT RESOLVED by the Town Council of Chapel Hill <br />that the Council plans to hold a public hearing in September, 1992, <br />on a date to be determined, to receive comments on both the <br />Landfill Owners' Group draft scope of work, and the proposal based <br />on waste reduction, and to take action following the hearing on a <br />solid waste management plan; and <br />BE IT FURTHER RESOLVED that the Council refers both the Landfill <br />Owners' Group proposal and the proposal based on waste reduction to <br />the Chapel Hill Solid Waste Reduction Committee for comments and <br />recommendations; <br />BE IT FURTHER RESOLVED that the Council requests that the Orange <br />County Board of Commissioners and the Carrboro Board of Aldermen <br />consider both the proposal by the Landfill Owners' Group and the <br />proposal based on waste reduction; and <br />BE IT FURTHER RESOLVED that the Council requests that the Orange <br />County Commissioners and Carrboro Aldermen refer both of the <br />proposals for solid waste planning to such committees and community <br />organizations as they deem appropriate, such as the Orange County <br />Solid Waste Committee; and hold public hearing's on both of the <br />solid waste management planning proposals as the governing boards <br />may deem appropriate; and take subsequent action on the solid waste <br />planning proposals in light of comments from the citizens in public <br />hearings and recommendations from advisory committees. <br />This the 22nd day of June, 1992. <br />fi <br />
