27% <br />SOLID WASTE MAffAGEMEn PIM FOR ORANGE COUNTY <br />BASED ON WASTE REDUCTION <br />ADOPT A PLANNING PROCESS WHICH INCLUDES ORANGE COUNTY CITIZENS, <br />ELECTED OFFICIALS, STAFF AND CITIZEN SOLID WASTE COMMITTEES *. <br />IDENTIFY THE RESPONSIBILITIES FOR ALL OF THESE PARTICIPANTS. <br />Because solid waste is uniquely a part of all citizens laves, all <br />should be given the opportunity to be a part of the planning <br />process, not just a token public hearing for the citizens and final <br />vote for the elected officials after crucial decisions have already <br />been made. Citizens, elected officials, staff, and the solid waste <br />committees, each have roles in the planning, and then the <br />implementation of the solid waste management plan. These roles need <br />to be defined and understood by all involved. This is an important <br />step in order to insure acceptance of the plan by the citizens. <br />Public hearings at several stages, and continuation of solid waste <br />committee meetings open to the public, are essential for meaningful <br />citizen participation. <br />ADOPTION OF GOALS BY THE LANDFILL GOVERNING BODIES FOR THE PLANNING <br />AND MANAGEMENT OF SOLID WASTE IN ORANGE COUNTY. <br />Adoption of goals developed by the citizens and elected officials <br />will clearly set forth the framework to guide and evaluate every <br />aspect of solid waste planning and management for Orange County. <br />Research of the most successful waste reduction planning will help <br />to insure the success of this step. <br />THE LONG -TERM GOALS FOR SOLID WASTE WILL BE EMBODIED IN THE <br />POLICIES ADOPTED BY THE LANDFILL GOVERNING BODIES, ACCOMPANIED BY <br />SHORT TERM OBJECTIVES TO CARRY OUT THE LONG -TERM GOALS ON A DAY TO <br />DAY BASIS. The goals set forth by citizens and elected officials <br />need to have the practical solutions as to how to carry out those <br />goals. Setting policies and action planning are necessary steps in <br />order to implement the adopted goals. <br />ECONOMIC, PUBLIC HEALTH AND ENVIRONMENTAL PLANNING ARE TO BE <br />INTEGRAL PARTS OF SOLID WASTE MANAGEMENT BASED ON WASTE REDUCTION. <br />Too often our planning process fragments and separates rather than <br />integrates. It is time to recognize the interconnectedness of all <br />of these issues and plan accordingly. Questions are raised <br />addressing these issues more fully later in this paper. <br />ADOPT A FUNDING PROCESS SUCH THAT THE GENERATORS OF WASTE WOULD PAY <br />FOR ALL SOLID WASTE PROGRAMS BASED ON THE AMOUNTS OF WASTE THEY <br />DISCARD. The disposition and disposal of solid waste is extremely <br />expensive and increasingly more. expensive. Many citizens are <br />unaware of the great costs of solid waste planning and management <br />because it is taken out of their taxes, therefore hidden from every <br />day view. In order to institute fairness, reduce waste, and <br />increase awareness of our solid waste problem, the solid waste plan <br />and management needs to be paid for directly by the generators of <br />the waste. The regressive nature of fees for low- income families <br />would need to be addressed and resolved. <br />* Chapel Hill and Orange County have citizen solid waste <br />committees.
