Recommendation of one option and description of the <br />action necessary for implementation. <br />Deliverable: report displaying three specific alternative <br />approaches to solid waste management in Orange county. <br />Alternatives will include comparison of the three, case <br />studies where applicable, pros and cons of each and a clear <br />recommendation for action. <br />X. integrated Solid Waste Management Action Plan <br />The final plan would be developed by the Landfill Owners' Group. <br />It would include endorsement of a specific option from among those <br />identified by the consultant in element IX. It would incorporate <br />waste reduction, collection, volume reduction and final disposal, <br />which would achieve the efficiencies possible through reduction and <br />possible integration of collection and disposal. It would include <br />recommendations on financing, ownership and operation of solid <br />waste management facilities, as well as recommendations for <br />collection and handling processes. <br />
