23 <br />Deliverable: report on the impact of instituting any of the <br />measures identified, including costs, savings, methods for <br />implementation, staff requirements, legal feasibility and case <br />studies. The key question to be answered is "will these <br />methods reduce waste and how much"? The results must be <br />integrated with the collection and disposal options developed. <br />VIII. Financing Methods: staff with assistance from consultants <br />A. Review of types of financing available and implications <br />of use of each type for waste reduction, collection and <br />handling, volume reduction and final disposal of <br />residuals. <br />1. These <br />alternatives shall be presented in public hearings for comment <br />in the development phase and after they are complete. <br />A. Present three specific, integrated alternatives for solid <br />waste management: <br />1. Each alternative shall integrate waste reduction <br />and reuse strategies with specific recommendations <br />on collection, volume reduction and final disposal. <br />2. Each alternative shall address the financing . <br />implications and where the burdens of financing <br />fall. <br />3.
