Should the Orange Regional Landfill expand the operations <br />of the currently operating, separate C &D landfill area to <br />include processing materials for reuse and resale? <br />Deliverable: staff report on C &D waste generated in Orange <br />County. The report will contain narrative of present <br />practices; case studies from other, comparable areas, and <br />review of COG report. Recommendations will be made on <br />policies, technologies, costs, markets, and space requirements <br />for handling C &D waste to minimized landfilling in sanitary <br />landfill area. <br />VI. Legal and Institutional Issues: staff attorneys with <br />consultant and staff and Institute of Government <br />A. Method of Organizing and Structuring Solid Waste <br />Management System. <br />1. What are the options for organizing solid waste <br />management in Orange County? <br />2. Should a separate public management entity be <br />created? <br />3. Should it have jurisdiction over collection as well <br />as volume reduction, waste reduction, reuse <br />activities and landfill? <br />Deliverable: report on options for organizing to regulate and <br />handle solid waste in Orange county. Discussions will include <br />types of institutional structures possible with pros and cons <br />of each. Possible recommendations will be made about how to <br />organize and how to transition to that organization. One <br />option to be considered is no changes to current organization. <br />VII. Methods for Diversion: consultants with staff and citizens' <br />committees <br />A. What is the feasibility of the following measures: <br />1. Overall source reduction promotion <br />2. Mandatory recycling <br />3. Bans of certain materials from the landfill <br />4. Variable pricing structures. This can be done for <br />each jurisdiction, or County -wide <br />5. Bottle and container (or other) deposit legislation <br />6. Incentives <br />7. Other <br />
