21 <br />Deliverable: report on various collection options and <br />identification of how they are to be integrated with the <br />volume reduction options identified in part III. Interim <br />reports are to be distributed to staffs of all jurisdictions <br />and citizen committees for their consideration in establishing <br />recommendations. Costs, labor requirements and technologies <br />needed are to be identified. Estimates of costs and savings <br />compared to current operations are to be included. <br />Recommendations should identify how collections programs <br />should be organized. <br />V. Construction and Demolition Wastes C &D • Staff with <br />assistance from consultant and citizen study committees <br />The solid waste management action plan could address the following <br />questions on C &D wastes: <br />A. How much C &D waste is now coming to the Orange Regional <br />Landfill? <br />1. How much is currently clean and how much mixed? <br />S. Are the conclusions of the Triangle J Council of <br />Governments' study of the four county C &D waste stream <br />relevant and practical for the orange Regional Landfill? <br />C. What technologies presently are available for recycling <br />C &D wastes? <br />1. Are these technologies useful and cost - effective at <br />the relatively small scale present in orange <br />County? <br />2. How effective are these technologies in diverting <br />and recycling materials? <br />D. What policy, economic and institutional arrangements <br />would be used to handle C &D waste materials best? <br />1. Are new tipping fee and other policies required to <br />encourage segregation of clean demolition wastes? <br />a. survey of local C &D waste generators could be <br />useful here <br />2. Should private handling of C &D wastes be promoted? <br />3. Should we build a C &D recycling facility? <br />a. If so, how would we pay for such a facility? <br />Who would build, own, and operate it? <br />
