1 <br />APPROVED 8 L3 9-2 MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />JUNE 29, 1992 <br />The Orange County Board of Commissioners met in Regular Session on <br />Monday, June 29, 1992 at 7:30 p.m. in the OWASA Community Meeting Room in <br />Carrboro, North Carolina. <br />BOARD MEMBERS PRESENT: Chair Moses Carey, Jr., and Commissioners <br />Alice M. Gordon, Stephen H. Halkiotis, Verla C. Insko and Don Willhoit. <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Albert Kittrell and Rod Visser, Economic Development Director Ted <br />Abernathy, Deputy Clerk to the Board Kathy Baker, Assistant Public Works <br />Director Mary Barbour, Clerk to the Board Beverly A. Blythe, Finance <br />Director Ken Chavious, Planning Director Marvin Collins, Captain Joe <br />Dickey, Purchasing Director Pam Jones, Housing and Community Development <br />Director Tara Fikes, Personnel Director Elaine Holmes, Public Works <br />Director Wilbert McAdoo, Sheriff Lindy Pendergrass, Major Don Truelove, <br />EMS Director Nick Waters, and Solid Waste Coordinator Beth Wickham. <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. <br />I. ADDITIONS OR CHANGES TO THE AGENDA <br />An appointment to the Board of Health was added. <br />An item addressing the Transportation Improvement Program issues <br />was added as III -GG. <br />Item VIII -C for the Wastewater Treatment Systems Management <br />Monitoring and Maintenance Assurance Program was deleted from the agenda. <br />BOARD COMMENTS <br />Commissioner Gordon distributed township residence information for <br />Orange County Commissioners. The first year that all five commissioners <br />resided in Chapel Hill Township was 1990. Over the past 38 years there <br />have been 18 years during which three commissioners resided in Chapel Hill <br />Township. There have been ten years during which there were two Chapel <br />Hill Township Commissioners and there have been four years when there have <br />been four Chapel Hill Township Commissioners and another four years when <br />only one commissioner resided in Chapel Hill Township. <br />Chair Carey asked that a letter be sent to the two school boards <br />requesting a copy of their final budget including how they allocated their <br />fund balance. <br />Chair Carey announced that this meeting tonight was scheduled so <br />that the commissioners could have their questions answered about the <br />landfill process and the four sites selected for testing. He announced <br />that if members of the audience have questions that are not answered that <br />they write them down and give to the Clerk or mail to the County <br />
