14 <br />The charge of the Chapel Hill Solid Waste Reduction Committee is to <br />identify and implement practical ways to reduce waste. We <br />anticipate their participation in developing waste reduction <br />strategies. <br />A charge to the Orange County Solid Waste Committee is to identify <br />methods of rural waste collection which incorporate incentives for <br />waste reduction and reduce both cost to the County and volume of <br />material landfilled. We anticipate their participation in <br />development of both waste reduction strategies and rural collection <br />and waste management alternatives. <br />These two committees will coordinate their findings with the <br />consultants on an ongoing basis. As the citizens' representatives, <br />the committee members contribute a perspective that is essential to <br />the success of a solid waste plan. We recommend interim meetings <br />between the consultants and both of these committees to share <br />information which should be incorporated into their respective <br />efforts to identify the means to decrease waste in Orange County. <br />Their findings would be incorporated into the overall solid waste <br />plan. <br />Reuse, salvage and repair facilities have been discussed at public <br />hearings and by the Chapel Hill Solid Waste Reduction Committee. <br />The consultant should review the potential of these types of <br />facilities and consider ways to implement them. <br />Deliverable: report on various waste reduction strategies <br />identified by the citizens' committees with assistance from staff <br />and consultant. This portion of the study would identify the <br />potential for direct waste reduction by the specific activities <br />listed. Costs and strategies to implement the various programs <br />would be identified. <br />in. Volume Reduction options : consultant, with market studies by <br />Duke University <br />Two options for volume reduction which could be considered are <br />Refuse Derived Fuel (RDF) production and composting. We also <br />recommend studying Materials Recovery Facilities (MRFs). The data <br />available from the solid waste characterization study and recycling <br />programs now in operation will be very useful in determining <br />available feedstocks for each option. <br />The Landfill Owners' Group recommends that incineration of solid <br />waste not be considered as part of this action plan. <br />A. Refuse Derived Fuel RDF . We recommend a market study by <br />Duke University. We recognize that the geographic <br />boundaries of the potential markets will be <br />determined by the value of the fuel. Therefore we <br />need guidance from the consultant on hypothetical <br />
