13 <br />List of Potential Stud r Elements for Proposed Scoloe of Work for <br />the orange Re Tonal Solid Waste Action Plan <br />This section presents the details of the list of elements given as <br />part of the summary. <br />1. Data Collection -- to be performed by the consultant with <br />assistance from local government staffs <br />This aspect of the study would involve review and analysis by <br />the consultant of all existing data on collection and disposal <br />of solid waste and recyclables in Orange County and its. <br />jurisdictions. Data collected could include cost and hours <br />for collection, as well as amounts of material picked up and <br />disposed of by category of material. The solid waste <br />composition data from the 1990 waste characterization study <br />would be reviewed and incorporated into the data base. These <br />data would provide the baseline information for all further <br />study work. <br />Due to the work schedule for the Orange County Solid Waste <br />Committee, data collection on rural waste collection would be <br />the initial portion of this work. The Town of Chapel Hill is <br />developing an internal solid waste data collection system that <br />will provide useful information for the second phase of this <br />element of the study. Accuracy will be verified by field <br />observation by the consultant. The Towns of Carrboro and <br />Hillsborough both have some data available on their collection <br />hours and costs; those data will also be verified, refined and <br />integrated into this effort by the consultant. <br />Deliverable: reliable estimate of costs and time spent <br />collecting and disposing of all types of solid waste by each <br />of the four governments operating sanitation services in <br />Orange County and, to the extent feasible, by private haulers <br />as well. This will include collection of mixed solid waste, <br />recyclables, leaves, brush, appliances, bulky wastes and <br />miscellaneous trash. This portion of the report will identify <br />costs for each type of collection, analyze efficiency of <br />present services and point towards areas for improvement. <br />II. Waste Reduction O tions: citizens' committees with staff and <br />consultants <br />Opportunities exist to reduce at the source the amount of waste <br />generated. These opportunities are based on education about <br />individual choices on purchases and disposal and on methods of <br />operating businesses and institutions. Individual waste reduction <br />decisions also may be affected by governmental policy decisions <br />regarding such issues as unit -based collection fees, variable <br />tipping fees and mandatory measures. <br />
