This revised document was <br />reviewed by the LOG and is now presented to the three member <br />governments with the LOG recommendations incorporated into this <br />draft. Comments on this draft also will be accepted from the <br />members of the citizens' committees following their review. <br />Following review by the elected members of the three boards and the <br />citizens' committees, the scope of work will be refined and <br />finalized. If the boards agree to the recommendations in this <br />report, the staff will use this report as the basis for negotiation <br />of a scope of work with the recommended consultant as well as with <br />Duke University. The staff will also use the report to refine its <br />own scope of work and to provide the necessary support to the <br />citizens' committees to carry out their portion of the work. <br />All these elements would be coordinated under the direction of the <br />LOG to produce the comprehensive integrated solid waste management <br />action plan. Development of this plan would involve all four <br />governments in Orange County, the University, UNC Memorial <br />Hospitals, private solid waste haulers, businesses, the solid waste <br />committees and citizens. Plan development would be complex since <br />it would involve waste reduction, integration of collection of both <br />waste and recyclables with volume reduction and final disposal. <br />Because this study would need to include technical and economic <br />review of a variety of collection techniques and materials handling <br />operations, as well as a process to integrate a large number of <br />participants with varying perspectives, we think the services of a <br />consultant are needed. A consultant would provide technical <br />expertise and the objective evaluations needed by the community to <br />develop a workable plan. A consultant would also be instrumental <br />in developing specific alternatives and recommendations to be <br />considered by the community. <br />The report from a consultant will not present the final plan for <br />solid waste management in Orange County. The consultant's report <br />will contain specific options and recommendations about how to <br />proceed. This work, along with the work of' the solid waste <br />committees, community groups, citizens, and the LOG, will be <br />developed by the LOG member governments into a unified action plan <br />for solid waste management. This plan would be presented to the <br />governing bodies for final review and adoption. <br />Public Hearing and Further Public Input <br />The public hearing held on March 18, 1992, on the solid waste <br />management plan garnered citizen input to the plan. Such input has <br />been incorporated into this draft scope of work for review by the <br />Landfill Owners' Group.
