8 <br />Year <br />1987 -88 1988 -89 1989 -90 1990 -91 1991 -92 <br />Tonnage PROJECTED <br />107,500 113,100 99,700 95,100 100,000 <br />(6,800 ash) (25,000 ash) <br />These tonnages include residential, commercial, industrial, <br />construction, yard waste, tires, waste oil, coal ash and scrap <br />metal. It does not include recycled paper, glass, plastic, metal <br />or any leaves recycled by delivery to citizens. <br />In 1987, the Landfill Owners' Group initiated a recycling program <br />that diverts about 5% of the county's waste stream from the <br />landfill. Current yard waste management programs divert another 6% <br />of total waste from the sanitary landfill. Other landfill <br />practices have diverted additional materials from the sanitary area <br />of the landfill including recycling of appliances, monofilling of <br />coal ash and clean demolition waste, diversion of scrap tires and <br />a soon- to -be- established yard waste diversion program. <br />The state goal is to reduce by 25% by 1993 and 40% by 2001 the <br />amount of waste being landfilled. It is possible that the 40% goal <br />could be achieved sooner by Orange County with aggressive waste <br />reduction efforts. <br />Discussion of Solid Waste Management Action Plan <br />Whv an.Inte rated Action Plan? <br />The member governments of the Landfill Owners' Group, through the <br />Owners' Group, have initiated several solid waste management <br />programs. These include public information efforts, school system <br />educational efforts, recycling programs for residential, commercial <br />and institutional portions of our community in both urban and rural <br />areas, operation of the sanitary landfill, planning for the next <br />landfill and joint planning with our sister local governments and <br />the Triangle J Council of Governments. <br />While these programs have been designed to address many of our <br />solid waste issues, they have lacked a comprehensive overview, <br />overall coordination among jurisdictions and integration of program <br />elements. We believe that we now should consider what our next <br />steps should be with regard to solving our garbage problems. <br />We believe that the best next step may be to prepare an action plan <br />which integrates waste reduction at the source, reuse, solid waste <br />collection, disposal, recycling, and volume reduction with <br />landfilling of the residues. Such an integration may provide <br />opportunities to create better solutions for reducing the amount of <br />wastes which eventually are buried in the landfill. An integrated <br />action plan also may provide opportunities to realize efficiencies <br />
