b <br />Draft Proposal for Developing a Solid Waste Management <br />Action Plan <br />Landfill Owners' Group Staff Report <br />June 8, 1992 <br />introduction <br />The purposes of this paper are to: <br />1) Outline the tasks that should be part of the comprehensive and <br />integrated strategy for solid waste management in Orange <br />County. <br />2) Identify the parties most appropriate to conduct each element <br />of the study, including the Chapel Hill Solid Waste Reduction <br />Committee, the Orange County Solid Waste Committee, <br />individuals, other community groups, Duke University and <br />consultants. <br />In order to move toward the State's goal of reducing waste going to <br />landfills 25% by 1993 and the longer term goal of 40% waste <br />reduction to landfills by 2001, we believe we need an integrated <br />plan that incorporates source reduction, reuse, recycling, <br />efficient collection, safe and economical volume reduction and <br />secure, local final disposal for all of orange County's solid <br />wastes. We also need, as part of this planning process, to address <br />the issues of how to finance and organize such an effort. <br />Summary and Recommendations <br />We have identified the following elements of the scope of work for <br />the solid waste management plan and the parties we think <br />appropriate to lead each element: <br />I. Data collection: consultant <br />II. Waste reduction program: citizens' committees <br />III. Volume Reduction Options: consultant (except market <br />studies). <br />Market studies for RDF and Compost: Duke University <br />IV. Collection: consultant and orange County Solid Waste <br />Committee (rural collection issues only) <br />V. Construction and Demolition Waste: staff <br />Vi. Legal and Institutional Issues: legal staff <br />VII. Methods for Diversion: consultant <br />
