Recommendation <br />We recommend that you review and revise this draft scope of work. <br />These revisions along with those from the elected boards of <br />Carrboro and Orange County will give the Landfill Owners' Group <br />representatives guidance to negotiate with the consultant and with <br />Duke University. If the three governing bodies' revisions are in <br />conflict, we recommend that the scope of work be referred back to <br />the Owners' Group representatives for resolution of those <br />conflicts. The resulting document would then be returned to the <br />elected boards for final approval. <br />We also recommend that you approve the approach outlined here which <br />includes retaining a consultant and involving the citizens' solid <br />waste committees, Duke University, and local government staff in <br />development of the plan. <br />We believe the result of the recommended process could be an <br />effective, comprehensive, integrated solid waste action plan. We <br />have spent significant resources studying solid waste and the <br />outcome of this phase of work should be to create a clear direction <br />for solid waste management within orange County. <br />We look forward to your comments on this draft scope of work. <br />Attachment: Draft Proposal for Solid Waste Management Action Plan <br />
