5 <br />the consultants identify alternatives and recommend courses of <br />action. We recommend that each of the alternatives developed by <br />the consultants should include sufficient detail about the fiscal, <br />environmental and organizational impacts to allow the governing <br />bodies to make decisions on implementation of the alternatives they <br />select. <br />Development of a schedule for this plan will entail coordination of <br />the work of a consultant with the ongoing work of the two citizens' <br />committees, the staff, elected boards and the engineers conducting <br />the landfill site search. If the governments approve this <br />approach, we would begin negotiations with the consultant within 30 <br />days of approval. The consultants would coordinate their work with <br />the citizens' committees and produce an interim report on options <br />within six to nine months of commencement of work by the <br />consultant. <br />We believe a public hearing should be held following development of <br />alternatives and a final report would be available three months <br />following that hearing. <br />This is a tentative, working schedule subject to modification by <br />direction of the Landfill Owners' Group and the need to coordinate <br />closely with the work of the committees and the governing bodies. <br />The cost of developing this action plan would include a consultants <br />fee budgeted at $117,500 (the Orange Regional share of the <br />originally proposed joint study with Durham). We do not know what <br />the current cost of such a study will be since the work outlined in <br />this draft is different from what had previously been discussed <br />with the consultants. At this time, there are no other identified <br />costs. We do not know if there will be a cost for use of expertise <br />from Duke University. We anticipate that there will be future <br />planning costs for at least engineering assistance and financial <br />management associated with development of specific implementation <br />plans. There will probably be significant implementation costs as <br />well. <br />In 1989 the Durham - Orange Regional Solid Waste Task Force conducted <br />a nationwide search for a consultant to develop the technical solid <br />waste plan. Malcolm - Pirnie, Inc. was selected after intensive <br />review. Extensive negotiations took place with them and they are <br />very knowledgeable about the Orange County solid waste situation as <br />well as North Carolina solid waste regulations. They would serve <br />as the consultant for this work. <br />
