4 , <br />scope of work for this action plan would include the following: <br />-- a review of existing solid waste practices, <br />-- development of alternatives for waste reduction, <br />collection and handling of materials, volume reduction <br />and final disposal of residuals, <br />-- presentation of recommended strategies for <br />implementation. <br />We want this action plan to be comprehensive, including all solid <br />waste activities and all governments, institutions and private <br />agencies that are participating. We want it to be integrated so <br />that all parts of the whole will work together to complement one <br />another. <br />The Landfill Owners' Group representatives have developed the draft <br />presented here. Upon review and adoption by the three member <br />governments, the Landfill Owners' Group representatives would <br />integrate the comments received in order that the process of solid <br />waste planning can move forward. <br />The scope of work presented in the attached outline identifies <br />parties to perform each element and what they would specifically <br />deliver. In addition to these specific deliverables, methods for <br />encouraging citizen input throughout the planning process, would be <br />sought and incorporated. The result of this process should be a <br />clear plan of action. <br />There are four related aspects to the scope of work: <br />1. Work to be done by a consultant. <br />2. Work that could be done by the two formally appointed <br />solid waste committees as well as other citizens. The <br />Chapel Hill Solid Waste Reduction Committee and the <br />orange County Solid Waste Committee now are working on <br />waste reduction and rural solid waste management issues <br />respectively. <br />3. Work that could be done by Duke University as part of <br />their offer to assist the Landfill Owners' Group with <br />solid waste reduction efforts. We do not know, at this <br />time, if there will be a fee for this work. <br />4. Work that could be done primarily by the Landfill Owners' <br />Group staff and local government staff. <br />We recommend that the consultant's work on this project should <br />address technical questions that the staff does not have the time <br />and expertise to address adequately. We intend that the work by <br />
