3 <br />Memorandum <br />To: Mayor and Council <br />From: Alan Rimer, Chapel Hill Representative <br />Owners' Group <br />Subject: Draft Scope of Work for Solid Waste Plan <br />Date: June 22, 1992 <br />of Landfill <br />Enclosed is a draft outline of an approach to develop a <br />comprehensive integrated solid waste management action plan for <br />your review and comment. The attached resolution would approve the <br />scope of work as amended by the three governing bodies and would <br />approve a process for proceeding with our solid waste management <br />efforts. <br />Background <br />In 1986, the Durham - orange Regional Solid Waste Task Force began a <br />planning process to reduce dependence on solid waste landfills and <br />examine regional alternatives for solid waste management. The need <br />for alternatives is now greater than ever and, although the two <br />counties are no longer working directly together through this task <br />force, governments within Orange County still are committed to <br />reducing our dependence on landfills through waste reduction at the <br />source, reuse, recycling, and reducing the volume of waste <br />remaining after recycling. We have embarked on an Orange County - <br />specific solid waste planning process to implement this commitment. <br />This planning process has been developed and implemented by the <br />Landfill Owners' Group representatives following the dissolution of <br />the Durham - Orange Regional Solid Waste Task Force in November, <br />1991. Xfter formal dissolution, the Town Council requested that <br />the Landfill Owners' Group representatives develop a report on the <br />future of solid waste management for Orange County. The Landfill <br />Owners' Group representatives then followed a planning process that <br />included development of a draft scope of work, public comments on <br />the scope of work and revision of the resulting document. We are <br />now at the point at which we are referring this draft outline of <br />the proposed document for review by the three governing bodies. <br />Following the three governing boards' approvals, this scope of work <br />would be used as the planning framework for managing solid waste. <br />Discussion <br />This memo presents a draft scope of work for developing an <br />integrated, comprehensive solid waste management action plan. Such <br />a plan would result from a community process which develops a <br />blueprint for action instead of additional study. The proposed <br />
