Early in 1992, the LOG staff prepared a
draft scope of work for the production of an integrated action plan for
solid waste management throughout Orange County. The LOG conducted a
public hearing on the subject in March 1992. LOG staff incorporated
comments received from the public into a revised draft of the scope of
work. The LOG approved the scope of work at its most recent meeting on
May 28, and asked that the proposal be reviewed and approved by each of
the governing bodies of LOG members.
The scope of work envisions a coordinated effort among the LOG and
staff, citizen solid waste committees, Duke University, and
the consulting firm of Malcolm- Pirnie, to produce Orange County -
specific recommendations to achieve our solid waste management
goals. The attached memorandum from Alan Rimer, LOG Chair, and the
draft proposal for the scope of work, outline in detail the process
planned for development of the action plan. Through exchange of
interim reports and participation in the other's activities, the
consultant will work closely with the Orange County Solid Waste
Committee to ensure unity of effort towards a practical, equitable, and
supportable plan for solid waste management in unincorporated Orange
County (and the rest of the County as well), in accordance with the
Committee's charge from the Board of Commissioners.
