T, 49 <br />(4) Interviews would be conducted <br />with individuals from the <br />stakeholders represented on the <br />Preliminary Dialogue Group to <br />begin the process. These interviews <br />would take place as soon as <br />authorizations were received and <br />would be completed by the end of <br />June; <br />(_) Research for development of <br />the shared knowledge base would <br />take place between June and early <br />.august; <br />(6) A series of up to three <br />meetings of the Preliminary <br />Dialogue Group would I e <br />facilitated by the Institute in which <br />the various dimensions of the air <br />trafTc operations relocation issue <br />would be given close scrutiny. <br />These meetings would take place <br />during the summer and early fall; <br />(7) Finally, a recommendation <br />would be made by the Institute <br />about the feasibility of undertaking <br />further negotiations as a way of <br />addressing the proposed relocation <br />of operations from the Horace <br />Williams Airport in favor of an <br />alternative arrangement either <br />within or outside Orange County. <br />The basis of this recommendation <br />would be explained and related to <br />what had been learned during the <br />Preliminary Dialogue Process.
